Michael John Williams was a Fulbright Visiting Fellow at the Centre for Security, Diplomacy and Strategy (CSDS), Vrije Universiteit Brussel. Williams is Director of International Relations and Associate Professor of International Affairs and at the Maxwell School of Citizenship and Public Affairs at Syracuse University, where he also directs the Carnegie-Maxwell Policy Planning Lab. He is an expert on international security, with a regional expertise in Europe. He has been a Bosch Fellow in the German Ministry of Defense, a Visiting Fellow at the University of Oxford’s Rothermere American Institute and at Nuffield College, as well as a DAAD Fellow at the Bundeswehr Center for Social Science in Potsdam. He has published extensively in both academic and policy outlets on European politics, transatlantic relations, NATO, and on the relationship between war, technology and society. The author of three books, his most recent was “Science, Law and Liberalism in the American Way of War: The Quest for Humanity in Conflict” (Cambridge University Press).
