Diego Ruiz Palmer is joining CSDS as Distinguished Associate Fellow after completing in 2023 a distinguished career on the NATO International Staff, where he held management positions in the fields of armaments cooperation; crisis-management; operations planning; strategic foresight; economics; nuclear policy; and net assessment. He stood up NATO’s net assessment capacity in 2019. From 1980-1991, Diego served on the National Security Study Memorandum 186 task force established under the authority of the Director of Net Assessment, US Department of Defense, to assess the European military balance. He holds degrees from the Institut d’Etudes Politiques de Paris and The George Washington and Harvard Universities. Diego is fluent in English, French and Spanish and is working on his Italian.
