We are living through a profound phase of technological transformation, driven by rapid advances in hardware and software, including in semiconductors, cloud computing, quantum technologies and artificial intelligence. At the same time, technology has become central to the strategies of economic statecraft, serving both as a tool to protect strategic sectors and as a driver to promote innovation and competitiveness. Governments increasingly rely on technological capabilities to enhance economic security, strengthen resilience and secure geopolitical influence. As a result, technological leadership is no longer solely an economic objective but a strategic imperative shaping global power dynamics and redefining international cooperation and competition.

By combining strategic insight with technical expertise, the Technology and Economic Statecraft programme provides rigorous, policy-relevant analysis from its unique vantage point in Brussels. While maintaining a strong focus on Europe, the programme adopts a global perspective to assess technological competition and cooperation. It examines how Europe can strengthen its technological edge, foster innovation and enhance cooperation among governments, institutions and industry. Drawing on partnerships and extensive networks in the United States and Asia, the programme promotes transatlantic and global dialogue on critical and emerging technologies. Through engagement with policymakers, researchers and private-sector stakeholders, it identifies pathways to innovate more effectively, reduce vulnerabilities and advance secure, open and resilient technological ecosystems.
